In 2008 the European Defence Agency (EDA) through their Military Airworthiness Authorities (MAWA) Forum was tasked by EU Defence Minsters to harmonise European military airworthiness regulations. The output of the tasking generated a set of requirements known as EMARs (European Military Airworthiness Requirements) along with its associated means of compliance and guidance material. Since the initial development, the MAWA has also produced several supporting documents. Since their inception a significant number of EU Member States have implemented EMARs into their national military airworthiness systems and in addition countries from outside the EU have also implemented or are implementing the EMAR concepts.

Specifically focusing on EMAR 147/166 it analyses the requirements for an organisation needing the ability to deliver Maintenance Training as defined in EMAR 147.
In addition, the course focuses on administrative procedures which the National Military Airworthiness Authority (NMAA) ‘The Regulator’ shall follow when exercising its tasks and responsibilities regarding issuance, continuation, change, suspension or revocation of a Maintenance Training Organisational
approval.
The course also focusses on the requirements to be followed by the NMAA in charge of the implementation
and the enforcement of Section A of EMAR 66 with regards to Military Aircraft Maintenance Licenses (MAML).

Course format: The course will follow the concept of facilitation as opposed to instruction. It is a balanced mix of PowerPoint. Presentations and interactive discussion.

Assessment process: No formal assessment. Formative feedback is provided by the facilitator.

EMAR 147 establishes requirements to be met by an organisation seeking approval to act as a Maintenance Training Organisation (MTO). The EMAR includes the requirements needed to conduct training and examination, as specified in EMAR 66, and the NMAA will manage the process. EMAR 66 defines the MAML and establishes the requirements for application, issue and continuation of its validity. It also provides the procedures to be followed by the NMAA.
