The European Defence Agency (EDA) issued EMAR 21 Subpart J in 2014 for design organisations who supply military solutions. Part of a project by the EDA to foster cooperation and reduce costs in European defence aviation, EMARs are intended to promote mutual recognition across different states. Encouragingly, EMARs are also being recognised by Military Authorities outside of the EU, further promoting the opportunity for cross-border cooperation. To evaluate how you and your organisation can benefit from this regulatory approach and the mutual recognition between states, forming an understanding of this requirement and its intent is vital.

This two-day course takes a practical approach to the EMAR 21 Subpart J requirement, providing the necessary insight to (a) ensure your organisation is fully compliant to obtain and maintain approval, and (b) to ensure the intelligent adoption of the regulatory intent without adding any unnecessary bureaucracy which could stifle innovation and creativity that is so necessary for design engineers.

Is this course right for me?
This practitioner level course is specifically designed for Design Organisations who hold (or intend to hold) approval 
for TC, STC, ETSO and major repairs or who want to self-approve minor changes and repairs. There are no 
prerequisites for this course and no specific prior knowledge regarding EASA or the EDA is required. Individuals in the 
following positions would benefit from a comprehensive understanding on how Subpart J influences their daily 
responsibilities:

• Head of Design
• Office of Airworthiness (incl. Certification Managers)
• Compliance Verification Engineers
• Independent System Monitors (incl. Quality Assurance)
• Design Managers and Team Leaders
• Design and Test personnel preparing qualification data

This course would also benefit: 

• Representatives from National Military Aviation Authorities who want to adopt/adapt the EMAR 
framework, or who have and want to get the best out of it.

There are no pre-requisites for this course.



Course details
Course format: The course will follow the concept of facilitation as opposed to instruction. It is a balanced mix of PowerPoint Presentations and challenging interactive exercises.
Course level: Practitioner Level Training (P) is suitable for those who have worked in the subject for some time, are familiar with core terminologies and concepts and are looking to develop or update their level of knowledge and practical understanding.
Assessment process: No formal assessment. Two-way dialogue and exercises enable the facilitator to assess and optimise delegate learning.
Course size: 16 persons maximum at our Aviation Safety Academy or on-site at your facility.

Does this course address the way my MAA has adopted the EMARs?

No, this course focusses on the EMARs, where the intent is pure adoption to accomplish the expected benefits. In an open forum it’s possible to discuss alternative approaches as time allows. For in-company course we can deliver a variant of this course focusing on your MAA’s approach (for instance, see TR108 for the UK MAA approach).

Does this course address all of EMAR 21?
